I know here in Pennsylvania for example the Pennsylvania State Police had to be the ones to fingerprint you for your State of Pennsylvania Hazmat Endorsement on your drivers license. I would be willing to bet there is still a way to print them from the computer. If anyone knows about electronic fingerprinting perhaps they can tell us.
